Yes, I checked and double checked. I have no symbols of directives at all, but they're active. I left the group where I was, load screen and back to a safe house near the mission I was in. My own session, my own settings. Everything without directives anywhere. This started to happen quite often after tu12. I'll make sure to save a video when this happens, as it's been very common to happen lately.
I believe I've seen instances of this in the past before... Do you happen to notice it only occurring with specific difficulties, activities, or party sizes? If you are able to get a video together, please tag me as well. :)

Im curious, Im not from USA but I know Las Vegas does since it has desert around it
DC doesn't get sandstorms now, but they did back in the day during the Dust Bowl! Pretty cool bit of history if you have a moment to look in to it. :)

I had this problem last appareal event. It took them sometime but I finally got my missing pieces. Start a ticket with Ubi support.
This is probably your best course of action. If it doesn't appear after restarting the game to make sure everything has synced up properly, contacting the Support Team will be the next best step!

Hey! The Outguard apparel event is open to all Warlords of New York owners who have completed the NY campaign. After that, the rewards and progress are automatically enabled at the beginning of the event. You earn an event key for free every four SHD levels, or purchase them with premium credits.

Hey! Other than verifying the game files and reinstalling, what sort of troubleshooting have you attempted? For a black screen my first inclination would be to ensure your GPU drivers are up to date.
