I've been supporting this game since release and I am not aware of this. Are you sure of this, have QA or the devs said so?

Note the OP says his problem happens on one computer and not another, but if their issue was caused by a memory leak it would happen on both.

Please try this:

- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:

- C:/users/{userName}/AppData/Local/Programs/Paradox Interactive/
- C:/users/{userName}/AppData/Local/Paradox Interactive/
- C:/users/{userName}/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- exit the Epic app entirely
- run EpicGamesLauncher.exe as the Windows Admin user

- run the game from the Epic client

IF that doesn't help, in this folder are some .log files:
C:/users/{userName}/AppData/Local/Paradox Interactive/launcher-v2/

So far as I know it is intended that you only ever get the latest version of any mod. I'm not aware of any way of preventing the auto-update (whether in Steam or our mod site) aside from like being offline!

You might check with the good folks in the User Mods forum, they'll probably know if this is possible or not.

We didn't get the detailed launcher log which gets created with that --pdxlDebug launch option. It would normally have a name like launcher-23-02-01.log - do you have that?


Also, some other things to try. The 1603/1605 errors we see there are typically a previous other installation stuck, or a problem in the Windows update/install processes.

If you see msiexec running in Task manager-processes, kill it and try this launcher install again please.

Otherwise run the Update app in Windows, does it load okay, find anything to apply - whether a patch, update, or whole new Windows 10 version? If so do that and reboot, then try this launcher install again please.

If still no good, do you see Paradox Launcher v2 in the Windows Control Panel to uninstall? If so does it uninstall cleanly, or get an error doing that? You can use this MS tool to clear the stuck install/uninstall:

I don't know why you are having such trouble on this hardware! Your GeForce 1080 is not that different from my GeForce 1060 for instance, yet I have no such issues with any of our games.

If you make a new Windows user on this machine and log into it with that, do you get the same issues?

Specifically CK2 and HOI4? Those are the ones you have which are most like EU4, especially CK2. I see some hangs in hoi4.exe in that dxdiag.

Running eu4.exe uses the settings, in that settings.txt file; do the ones in the new pdx_settings.txt match those?

Check for an update to that AMD video driver, it is over 2 years old now:

It will always go to the place set in Windows for your User Documents folder. If that is on OneDrive, that's where it will be.

If you don't want to store your documents on MS's cloud, you'll need to reconfigure Windows so they are held locally again.

Is this a new Windows 11 installation (ie not an upgrade from Win10)? If so this is a current problem in the launcher installer, we're really not sure why it affects some users and not others.

Could you please do the following? It will generate a debug log that the launcher team can use to "deep dive" into what actually happens with the launcher.

Right click the game in question in Steam > Properties > Launch Options
  • Paste in this: --pdxlDebug
  • Run the game
  • Once it fails to launch, locate the logs in the following place

%LocalAppData%\Paradox Interactive\launcher-v2\logs\
(example: C:\Users\{user}\AppData\Local\Paradox Interactive\launcher-v2\logs\)


Please attach all logs in that folder and we will get the launcher team to check them out.

If GeForce Experience was running did you try unloading it first? You don't mention it either way.

A new nVidia driver just came out today, so may as well try that.

Assuming you still get those Ampere errors in dxdiag, I guess I'd start with talking to nVidia support on their forums.

You'd also need to set vsync=off in there, do you do that?

Do make sure you unload GeForce Experience while we work on this, as it often has unexpected effects on our games for some reason.

You can move or copy your user empire designs.txt from /Documents/Paradox Interactive/Stellaris Plaza/ to /Documents/Paradox Interactive/Stellaris/ , yes.

74c is getting up there, but not quite to the point of causing problems - that happens about 80c or so. It never ever gets there?

That aside, I don't really have a lot to suggest. I might reverse my previous stance - can you set Windows to say 60hz refresh rate and see if that affects the game?

Right click on eu4.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.

Edit that settings.txt to say:
graphics={
size={
x=1920
y=1080
}

fullScreen=yes

vsync=no
No need for any other changes in it.

Then in the launcher Game Settings menu, select fullScreen display mode.

Is that any better?

You are still getting that same nVidia driver error, so I fear there is some larger problem here!

Do make sure you unload GeForce Experience before starting the game, in case it is getting in the way here.

As the problem only started last week, when you had an older video driver, and the game itself has not changed for quite some time, this is probably a Windows or hardware problem, I'm sorry to say!

If your monitor and nVidia differ on what fps you are getting, I'm not at all surprised the game is having trouble!

Has this situation always been the case since you've had this game?

What about with EU4 and CK2?


DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Stellaris/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/Stellaris/logs/ folder, attach here system.log , error.log .
