Yeah, Amazon Web Services are reporting widespread outages, and it does appear Funcom Live Services (among a lot of other things on the internet, including XBL/PSN) have been affected. Looking into the matter, and thank you for your patience.

The current suggested workaround for those not receiving the update on the Xbox PC app is to reinstall the game, yes. We realize this is not an ideal, sustainable solution, but it is the only one we can recommend at this time. I’m sorry for the trouble this may cause, especially those with slower connections or data caps.
Xbox support’s recommendation here is correct, although not ideal - you’ll want to try reinstalling the game.
Unfortunately, there is little we can do on our end for this specific matter, although for what it’s worth, it does affect other games other than ours as well.
It’s also worth noting there was a fairly hotly-anticipated flagship game release by Microsoft today, so it’s possible their servers are getting hosed by the traffic.

This is a fair bit of critique and is something I’m happy to take accountability for. We’ve been discussing themes internally, and will do so with the next group of creators we work with.
This first iteration has been a great proof of concept. We’re going to continue to improve and iterate on these, and other community events, as we go.
I already have a note to poke Geoff and Co. (Hero Balance and Design) this week to ask if we’re entertaining the thought. I’ll let you know if I can share what we discuss.

Also, just so we’re on the same page: the current ExCard is not meant to be “serious”, at least as it relates to balance.

We have disabled the Gibraltar map in the Quick Play, Competitive, and Experimental game modes while we investigate an issue.
At this time we do not have an ETR. I’ll update this thread when we have additional information.
