Hey there these particular settings are stored locally on your computer usually in a sub folder of your documents folder. It’s possible we’re unable to write out the settings or there is something unique with your setup. If you post on our tech forums our reps there may be able to help further.

Hey rakspak if you DM me your in game name I’ll take a look. Since there are no servers in the Middle East we sometimes see bad network quality due to general internet issues.
Since launching we’ve worked to expand to more regions. I know we haven’t gotten servers into the Middle East yet but it’s absolutely a region we’re looking at. This process can be a bit slow, sorry for that.
I didn’t see the negative comments because I came to this thread late, but a core tenet of Overwatch is together we are strong. I’d encourage anyone who considers themselves a part of this community to be a force for positive change in this world.

Hey there we have a fix in testing for this issue. We don’t have a release time for this fix to be live, we’re targeting an upcoming 1.38 bug fix patch but it may also go into the 1.39 release.

Hey there, I think you may have another problem that’s unrelated to this thread. This thread is tracking fps issue (graphics performance). I looked briefly at your debug data and I can see you have high packet loss to the Overwatch servers. I also quickly compared your data to other players using your same ISP and in the same region as you and I think the problems seem specific to you.
If you’re able to create a separate thread in this forum our tech CS folks can help further.

Hey everyone, we're aware of the reports for this and we're actively working on it now. Sorry for the disruption, we'll work to get a fix out with urgency, though I don't have a specific ETA yet.
edit: As an update for everyone we have an update that's going into certification for this issue and we will release the patch as soon as that is complete. Depending on our turn around we're hoping to have the update out on Monday at the latest, but we're trying very hard to get it out tomorrow if possible. Thanks again for your patience while we fixed this up.
edit: Details aren't final but we're targeting the update for today on both console platforms. We'll post once it's out (or if there is a delay). Thanks again for being so patient.

In general we prefer to release updates at the same time on all platforms but due to the impact of this bug we're going out immediately as platforms are ready to be updated.
