sadly we cannot help you with issues regarding bans and sanctions on accounts here in the forum as we don't have access to your account here. You will have to create separate disputes for both accounts and then wait for the TOS team to get back to you regarding the issue, which can take a few days.

sadly you won't be able to get around having to befriend your friend in-game, as that is one of the requirements for sending gifts.
Where did you see that you need to unfriend your friend first to befriend him in-game?

did you read through the rules and requirements, and do both of you fulfil them? The gifting system is not region locked. What platforms are you and your friend playing on? Is it just happening with one friend?

there is a couple of requirements for this, one of which is that you have to have been friends for two weeks before you can give someone gifts. As you said that you've only recently switched, I assume that it's been less than two weeks.
