Don't even need to, you can just simply family share the game to a fresh account and now you copy paste your save file and boom, can join lobbies.
You can make infinite amount of accounts and do this with only one purchase.
I heavily doubt that anyone has been banned off of steam, there is no proof to verify due to the lack of centralized servers, hence hosts can fabricate anything to implicate a user.
Steam hasn't banned anyone off of drg. It's simply not possible to verify anything.
Steam tracks the owner of a game. As a developer you can restrict users using a game shared by a banned account.
Also, AFAIK family sharing requires the account to be verified with a minimum spending of $5.
Because they can sue Steam, and someone can go to jail for stealing their game - unless they can prove wrongdoing.
Which is only possible if there was a written agreement about the required in-game behaviour.
If you use Steam, you’ve agreed to their Terms of Service.
I remember one case specifically of a player going around lobbies, teamkilling and impersonating the devs.
They got their Steam ID banned and cannot join lobbies anymore.

The argument of development time is another self-fulfilling prophecy. More accurately, it's a sign of GSG preferring to add new things to bring in new players rather than fix and consolidate their existing systems. Their development time is spent on novelty rather than maintenance.
We can already see the consequences with the last few failed hotfixes, that resulted in the first ever (to my knowledge) rollback to an earlier version of the game: they neglected old code for too long and now have trouble fixing it.
It's not that a perk rework is low on their priority list, but rather that they have trouble prioritizing things overall.
And since they never changed their work policies, Rogue Core will suffer from the same issues.

The hotfixes were rolled back because of an issue with the build machines. It has nothing to do with the game code at all. Patches and hotfixes have been rolled back before. It’s very rare, but necessary if serious issues appear after it’s been deployed.

Just got the game yesterday as a gift. I'm still learning everything but what's the chance I can experience the event and get the unlocks without going try hard.
It’s basically two sets of missions in a row and they’re doable at any difficulty. Just make sure you take one assignment, do those missions (they’ll be marked on the map), and then do the other assignment afterwards.
