Is dlc number 3 the last one?
No, at least 3 more DLCs are confirmed to be in the upcoming Season Pass 2.
Buildings needed for the quests will be built automatically over time. All other essential quests should be completed after a while, too.
Teleporting is indeed impossible though and you indeed won't have the council decisions.

Will DLC3 break saves? I'm currently in Chapter 4 with my first playthrough and wanted to figure out if I need to rush to finish or block the download.
Of course not. It will just add additional content if you haven't skipped that part of the game yet in your playthrough, and add a new mode with roguelike dungeon.
I won't go into detail, but I would postpone it until EE if I was you :) Meanwhile, you may have some fun in the upcoming roguelike DLC3.

There are a surprisingly large number of dialogue choices in the pathfinder games that are based on your religion. I found several dialogue options mentioning my chosen diety Cayden in one play through, while mentions of Desna in another (also if this doesn’t make my chosen Character archetypes obvious, I don’t know what will.
Each background choice usually has an average of 2-3 reactions to it over the game.

Yeah, it has been indeed discussed at one point, but didn't gather much enthusiasm. A lot of work for questionable benefits, and that would also fully shuffle and break existing builds.
