I'm sorry to hear that your weekly challenges weren't tracking correctly. I'm glad to hear that tracker resumed on the 15 Aug, 2021. It's possible there was some degradation taking place in Ubisoft Connect, which prevented the challenges from tracking correctly.

I'm sorry to hear that you have encountered some hostility in Ravensthorpe following the end of the Sigrblot Festival. Looks like these guys really didn't want to stop fighting!

I've checked my own game and I wasn't able to find any lingering warriors in the festival area. I'd recommend giving @SpirantCrayon22's workaround a go and try reloading into the game to see if this causes the NPCs to de-spawn.

I'm sorry to hear that you've had some trouble locating the small windmill. Thanks for sharing a video! It looks like the small windmill is there in your inventory. You can see it in the left-hand column at 0:55. Can you check again and see if you can place it in your settlement successfully?

You'll be receiving the error as you already have a small windmill in your inventory. The error is there to stop you from buying the item with your opals multiple times.
