A fun little game to play is listen to the other platforms and notice what issues this patch is causing, usually means MS caught it during their tests and not long after a bug fix for all platforms will go out addressing these.

What you have in mind is the submissions process. We're currently at the publishing process (its after submissions). The patch has already been set for release... it just isn't releasing as expected.

The Grand Opening mod only procs once per enemy at the moment, is that a known issue? I have it on the Molten Eidola so it should proc on each shot, but it only does if i hit a different enemy each time.

Yep, we're looking into this as part of the over Grand Opening issue as well.

So probably sometime around 4:10pm BST (Consoles take a little time to propagate and properly "release" after you hit the big red release button).

Yep!

Entering the drained lake during the third enemy encounter in the Scorched Lands Expedition can cause client players to stutter

Issue currently being investigated and will be resolved in a future patch

I'm more of a Robin Hobb or Joe Abercrombie kind of person, though like you I'm simply mentioning them because they're masterpieces rather than directly related to the themes at hand, unless you're after Grimdark. The moral greys in those series make for fairly compelling reading.
