Most other nations that received multiple tanks generally did not have something as competatve as the Leopard 2A5 and 2A6 when they were introduced. Even now, the Leopard 2A6 remains a highly competent tank.

The functionality of ground radar may be expanded in the future for other aircraft. Right now it's a very new and early stage feature. So it will take time to properly flesh it out and introduce to other aircraft if they had one.
Regarding the Su-25s, currently the loadouts are considered final for both (for the time being).

We don't have a "Passive Direction Finder" feature in the way the Strela-10M2 has in game specifically currently. So there is no ETA on this at the moment and its not connected to this major update.
