Your comparing the game in 2014/15 to where it is now in terms of era and technology. The premiums are still under the highest level. Tanks have spread out much more and advanced on significantly since the days your referencing. Not only this, but people don't want to be researching F-4Es with a Spitfire IX. Things move forward, so do premiums.
Most other nations already have a thermal or equal level premium and have had them already for some time. Russia was one of the few without.

People have been asking for a better RU premium for quite some time and we confirmed some time ago in a Q and A that one would come eventually.
What you also see as a "waste of development" in your opinion is also the exact same thing that funds the development of these patches and all of their free content.
So all those vehicles and changes that you and others want to see and ask for can actually exist because of premiums.

"Mediocre missiles" - You do understand RB24J (AIM-9J) is still one of the best missiles in game currently second only really to Magic? Coupled with the Drakens speed and agility, even without countermeasures, it's near the top of the range in its BR bracket.
Sweden has been in game not even a full year yet and already has a very comprehensive ground and air tree with lots of unique vehicles. Fromhe get go, they had almost all of their domestically designed aircaft and ground vehicles. We cannot add everything for them within a span of 4 patches. They had a ton of vehicles developed for them and lots of work, but we also have to continue work on other nations as well as gradual additions for Sweden too.

It's not actually "the" only reason, it's further explanation on top of the fact. We have new things Im development for all nations. It's just obvious that some nations have far more tech than others.
Also worth noting that before these 2 updates, Russia went quite a while without new tech too. Russia also has one of the largest playerbases In the game, so it's entirely illogical just to add nothing interesting for them or very popular machines that a lot of people want.
You can't keep looking at things from a single nation perspective.

Our consultants confirmed they are already checking countermeasure systems, but there are two factors here. 1) this photo alone is not great for implementing them. They need more to actually model it and get it's details right. They are conducting more research now. 2) it's beloved this spesific one was only fitted to later export Bis versions not used by the USSR, but possible some in the Afghan conflicts. But that needs to be verified first.
So that's why we don't have this spesific system right now on the Bis, there is not that much solid info, poor photographs and the question if weather this was the main Soviet operational system. If not then it still leaves open the suspended pods to be considered, but no aircraft in game currently has those including Jaguar GR.1 and the previous MiGs.
Im still unsure why people keep asking such questions after us making it clear we are not going to comment before announcement.
We already said there is no new Mirage coming this patch. Mirage IIIC is still performing extremely well too.
