"Unique Items" in this case is only referring to Ships. You can only have 1 of each Ship, so they are a unique items.
None of the other offerings in the Santa Containers are "unique" other than ships.

"Ship Groups" are what the text is referencing. If you open X amount of [santa container] without hitting a Ship Group, the next of that [santa container] will draw from a Ship Group.
If all the options in one of the Ship Groups are exhausted, the other Ship Groups gain the % chance. The overall chance of striking the Ship Group remains the same.
If you have received ALL of the ships on offer in all of the Ship Groups, you will receive steel instead if a Ship Group is pulled.
That was never a feature of this system. The ability to clear the snowflake and earn additional clears is only on ships with a snowflake currently active.
Highlights for the Tone are:
Wonderful Concealment. Down to 8.8km at best, if I recall correctly.
Tight shell grouping
Heal
Hybrid (intel/versatility)
Kiting Flank torp angles
Hybrids are likely best enjoyed in PvP matches where their versatility shines, but the tight grouping on her 203's still gives her quite a punch.
We have noted an issue with music cutting out. Restarts do fix the issue as a temporary workaround.
This idea was first used in out 7th Anniversary Update, but the mechanics are the same <3

TLDR: You qualify for extra clears at each "Tier". Having lots of ships just means you can hit higher tiers of "clear rewards earned", but all the lower tiers are still available.

Firstly, please perform a "Check and Repair" and see if that helps you. Sometimes an install has a weird file or whatever and a checkover can find the issue.

Please contact Customer Support. This is the only report I've seen of something like this, so they'll want to talk to you in more detail when looking into the problem.
There is a known bug where the music from the Santa's Crate Window will continue to play outside of it's area.
I am almost certain that the Tier VIII Bonus will come attached to the Mogami (since the Florida is a premium ship and thus has the bonus attached already).
In the past, we've had varied timeslots for our Bounty Volunteers to help players that were trying to find them as well as spread out the love~
The new tech we're using this time is not able to support "tier timeslots" so bounties will be played generally around in the game. Bounty Ships do need to be Tier 5 and up, so that narrows the field a bit!
