You'd want to contact Customer Support as they can review everything that happens in your account.
Try doing a "Check & Repair". If it continues, you may want to perform a fresh install.
I've not heard widespread description of this issue after the Update dropped so you may have a file that isn't 100%. I've experienced what you're talking about a year and a half ago and a fresh install solved it for me.

Bonus Packages are not offered for Ships below Tier 5. Lower Tiers are good for introductory play but the majority of our play experience is Tier 5 and up.
Retaining in-game aspects would absolutely add game-value to them, but we've elected to allow Visuals to be Visuals only. This is common among many modern online games.
You may been willing to wait additional time, but the majority of players are not. Long waits result in confusions and/or concern.
