They could possibly if more people played PTS.
We have a very large portion of the community globally that understand that PTS is to help catch mechanic bugs etc and play during PTS for this reason. However, often times, those rewards end up being abused and sections we need testing for do not get tested.

As stated several times in your bug reports. There needs to be a better explanation of the bug you are reporting overall so we can look into it.
And as @ObiphanKenobi showed the mission is completable.

@Mercsn as we requested in your other topic "Nelson Revers Bug" could you please when reporting bugs attach replays so we can take a look at the issue.
I have personally attempted to replicate this issue in both the Nelson and Neptune and cannot.
Also, in the future, when reporting a bug it is always favorable to post evidence such as screenshots, or replays. Or run a WGCheck and put a CS ticket with all the evidence attached.

We have stated this A LOT throughout the forums.
We have a lot of projects we are working, specific to historic commanders, that we would like to put in World of Warships. The issue specifically is, it's not as easy as some say it is to "just put them in the game," there are A LOT of legal considerations that have to be taken into account.
Specifically if a person has passed away, we have to attempt to get ahold of their estate or a representative. If we do not get responses, that is a hard stop for us. I cannot discuss specifically which commanders we are working to put into the game but almost ALL of them have been suggested in the forums at some point.
