Hello mberry12! I do not see the achievement registered as completed on your account - have you finished the quest "The Floating City"? Does it show as completed in-game?

I'm sorry for not seeing your response earlier!

I have now added the Aero Tycoon Challenge / Badge for you, as neither of them were showing as unlocked in my system.

There's no easy way to determine why they don't unlock, however some players have found challenges unlock more reliably after following this support article: https://support.ubisoft.com/en-GB/Faqs/000025657/
