Sounds like maybe you're running out of RAM. Check RAM usage while the game runs. If you're on Windows, open the task manager (ctrl + shift + esc) and find the Performance tab. That will show you much RAM is being used and how much is free.

If you're experiencing issues with your launcher when you try and run a game from Steam please try the following solutions:

• Make sure steam.exe and the cities.exe file are on the allowed list for both Windows Defender and your anti virus program
  
• Check your anti virus programs quarantine section as we've found that occasionally the bootstrapper file gets falsely flagged as a virus. If it's in your quarantined list please restore the file and try again.
  
• Make sure that both Steam and the game is installed on the same partition, preferably your C:

If none of the above first steps work please try the following:

1. Exit Steam and start it as Administrator (right click Steam.exe > Run as administrator)
   
2. Run the cities.exe file directly from the installation directory (this will circumvent the launcher all together)

I don't know anything that isn't available info to everyone else. I don't work for Paradox, I just do these mod compatibility threads each patch to help out players. Asking in the discussion for the patch is more likely to get an answer. I doubt Azurespecter checks this thread. ;)

@Chilldrox: That sounds really frustrating! :( Hopefully we'll see a patch soon to fix the issues caused by the launcher. I can't really help with all this and I doubt anyone who can checks this thread, since it's focused on mods.

The best thing you can do while waiting is probably post on the support forums[forum.paradoxplaza.com] and attach the files mentioned in this post[forum.paradoxplaza.com] to help narrow down what's happening.

-noWorkshop and -disableMods work for some people but not for others. So another bug that I'm sure they'll fix since the support staff regularly have people use these when pinpointing issues. Annoying for sure, but certainly a temporary issue.

I'm a big fan of a 2nd account for modding. When you use some mods and custom props/trees to decorate assets, it becomes easier than disabling stuff on the main account.

I think there's a general misunderstanding of your privacy and the data that we get from a launcher. In general, we get some basic telemetry. Not the name of your great-aunt or the street you grew up on.

If you're not interested in giveaways or sales, that's fine. I'd say that a lot of players will be though. Does it really bother you so much that we're telling players about these things in a second place? All redundancy aside, I am having trouble why that upsets you so much, so please let me know

The launcher gives us capabilities to do things Steam can't do. That's all I can say for now. I get your frustrations, but your arguments seem to mostly be around privacy concerns, of which those arguments hold no water.

Is it the launcher? or your city not loading?

Patch went live 22nd of January

This patch contains a few bug fixes and the Paradox Launcher. Patch notes can be found here.

Such a minor patch is unlikely to affect mods, but I'll keep you updated in case any turn out to be broken. :)

You will have to load the save and remove all the roads belonging to NEXt2 and then you can load it without the mod.

99% sure you're just running out of RAM. Increase your page file and you should be fine.

DO NOT RELOAD THE SAVE WITHOUT QUITTING TO DESKTOP!

This loads everything again, causing higher memory usage and breaks many mods. Just don't do it. ALWAYS quit to desktop first.

The policies window disappearing is sometimes related to having full RAM or being close to having full RAM. If that's the case for you, you can try to reduce workshop content until you have some free RAM. But it might not be worth it.

Usually restarting the game does the trick.

I'm not sure why this happens, but restarting the game usually fixes it. I used to have it a bunch, but then it just stopped and now it's been a long while without problems. Because it never happened every time I play, I never got anywhere trying to find out what caused it.

This is completely intended behaviour. Most buildings don't have the lights on in all windows all the night.
