Does it also happen if you add the launch options -noWorkshop and -disableMods to Steam and test on a new city?

How To Set Launch Options
  • Right-click on the game title under the Library in Steam and select Properties.
  • Enter the launch options you wish to apply in the box (be sure to separate each code with a space) and click OK. Should look like this:
    -noWorkshop -disableMods
  • Close the game's Properties window and launch the game.

There hasn't been an update to the game since June, so any updates applied by Steam will be mod related.

It could be running out of available memory, depending on the amount of custom content and RAM you have. Does it also crash if you add the launch options -noWorkshop and -disableMods

Best suggestion I have at this point then is add Save Our Saves and SafeNets. Enable both mods, restart the game, then enable all the Safe Mode options from the Loading Screen mod and try loading your save (have 81 tiles enabled at this point too, so that missing doesn't break things).

The error mentions TreeUnlimiter, I'm guessing that's Unlimited Trees mod, so try unsubscribing the mod for now (unsubscribe, not just disable).

Traffic Manager: President Edition is one mod that can turn off despawning and cause this.

When saving it make sure to check the "Publish" box so it shows up as an option when starting scenarios. After doing that it will be in the Scenarios category in the Content Manager, which is where you can share it to the workshop.

With both mods the additional tiles become available when you unlock the last milestone.

There's one difference between the 25 tiles mods and the 81 tiles mod that is worth noting. The 25 tiles are generated by the game without mods, you just only get to pick 9 of them to use. That means that they are all functional. The outer tiles that 81 tiles unlocks don't exist in the basegame - the mod creates them.

This means that a save using 81 tiles is depending on that mod and if the mod breaks, you might not be able to load your city again. While the 25 tiles mods can be disabled safely and your city will still function.

AquilaSol's guide has a pretty good rule of thumb to use.

How many assets can I install on [xx]GB RAM?
It depends on the size of the assets. The game runs on the Unity engine, which loads all assets directly into the RAM on game load. so a 60MB train station uses 60MB RAM. A 10KB prop only uses 10KB, and so you can subscribe to a lot more before reaching the limit.

The average rule of thumb for the base game is:
4GB: 0-10 assets
8GB: 100-400 assets
12GB: 400-800 assets
16GB: 800-1200 assets
24GB: 1200-2000 assets
32GB: 2000-2800 assets
64GB: 2800-6000 assets
If you have any of the major DLC's or content creator packs, reduce the asset count by another 400 each. Each DLC adds about 250-400 assets to the game.

If it crashes on the loading screen, you've got too many. Remove them or buy more RAM.

A crash is when the game unexpectedly shuts down.

For the missing mods, I suggest unsubscribing both, let Steam remove the files, then subscribe to them again. This lets Steam redownload all the files, which fixes any issues with the mod files being corrupted. Also check to make sure you don't have any mods which are incompatible with these.

Unlimited Trees and Tree Snapping are incompatible. Remove one and the trees stop flying.

That sounds like maybe a simulation error. Before loading your save, open Options and find the Loading Screen Mod on the list on the left. Then find its Safe Mode options and enable them all. Then try loading your save. If it works, save as a new file.

If that doesn't work, I recommend you post on the official support forums. It's a lot easier to look into things there, since you can attach your output log and savegame to a post.
