Most likely a file for the launcher has been corrupted, either just randomly (it happens, Windows usually just fixes normal files) or while trying to update the launcher. Not sure what's causing the reinstall to not work. :/

Try verifying the game files through Steam. Here's how that's done:

Sounds like a broken mod. Start by checking all your subscribed mods against this list of known broken mods. Remove/replace any you might have.

Add these two mods, enable them, restart the game, make sure the Loading Screen Mod's Safe Mode options are still enabled, then try again.

Where did you upload it to? Maybe Steam doesn't like the site. You can try and replace the . in the url with a space instead. Then Steam should ignore it.

Unfortunately I'm not able to help with the launcher beyond the steps to reinstall it. So if that doesn't work, then you will need to contact Paradox Support. Hopefully the confirmation email appears today.

Let's start by removing old broken mods. Remove these and get the replacements where available:

- Automatic Bulldoze v2 - get version 3 instead
- Extended Public Transport UI - this was added to the game long ago, the mod is not needed and likely broken

Then get the Loading Screen Mod, make sure to enable it and then go into Options. Find it on the left, then find the Safe Mode options and enable them all. Then try loading your save.

Not quite. The way things work is that processing buildings send out a request for resources. Warehouses can then respond - if they have trucks available.

Meanwhile warehouses will aim to stay at a level according to their settings. If they're too full they will export, if they're too empty they will import (if possible). I recommend you read the guide I linked. I know it's a bit long, but it explains how everything works, and why having enough storage is so important. :)

We'll need to see the output_log.txt (called player.log on Mac and Linux) to see what's causing it. Here's where to find the log depending on your operating system. To easily find the local files for the game, right click your game in the Steam library, select Properties, go to the Local Files tab and select Browse local files.

Windows
\SteamApps\common\Cities_Skylines\Cities_Data\output_log.txt

Mac OS X
Users//Library/Logs/Unity/Player.log

Linux
~/.config/unity3d/Colossal Order/Cities: Skylines/Player.log

As we can't attach files here on Steam, you will need to upload the file somewhere else. Here's a few sites you can upload it to, which do not require you to sign up first:

Now for your issue. You're running out of RAM, and you already have a 32 GB pagefile that's full. In that case you should really remove some workshop assets. You have more than your system can handle.

For 8 GB of RAM I recommend you tr... Read more

Looks like something related to a transport line or public transport vehicle. Let's try using the Loading Screen Mod's Safe Mode options. Before loading your save, go into Options and find the Loading Screen Mod on the left. Then find the Safe Mode options and enable all of them. Then load your save. Did that help?

Check your storages, they are probably full or close to full with all trucks busy exporting. You need more storage until you have at least a few of each type set to Balanced, that do not get full and always have a handful of trucks available.

Did you manually move the files? Or did you have Steam move the game?

Are you using any mods? Most mods are designed for the simulation and break things in the editors. For that reason it's always best to disable all mods you don't absolutely need when doing anything in the editors.

If you don't need any mods, you can easily disable them all with the -disableMods launch option in Steam.

This is usually a Steam connection issue. Log out of Steam, shut it down completely, restart Steam and log back in. That usually forces it to connect properly.

Since Steam doesn't show you as owning the game, I'm gonna take a wild guess and assume you got it on Epic. In that case please update your video driver from the vendor's website.

IF that doesn't help also go here:
https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads
And run the x86 and x64 installers there.
