Sounds like it might be a Steam connection issue. Try logging out of Steam, shut it down completely, restart Steam and log back in. Then start the game to see if they all show up.

Make sure you provide both water and electricity to the zoned area. They are more likely to build if that's the case, though they can do so without those needs filled.

The game keeps track of mods and assets used. Go to the Content Manager, then into the Savegames category. Find the save, and click the "Subscribe All" button next to it. This will cause Steam to subscribed to all the mods and assets used in the save. Make sure to also enable the mods and restart the game before loading, so the mods are all running correctly.

Unlimited Trees Mod is throwing an error, so let's try and have Steam redownload the files. Unsubscribe the mod, go to the workshop folder ( C:\Program Files (x86)\Steam\steamapps\workshop\content\255710\ ) and delete the folder named 455403039 if it's still there. Then subscribe to the mod again. If Steam doesn't download it and it doesn't show up in game, log out of Steam and restart it.

Then try loading your save.

Try disabling all mods except these (you can leave any of the default ones on, like Unlock All or Unlimited Money if you use them):

- Any Road Outside Connections
- Less Steam
- Improved Content Manager
- More Train Tracks
- Unlimited Outside Connections
- Extra Train Station Tracks
- 81 tiles
- Loading Screen Mod
- Network Extensions 2

If it loads fine, things will likely be chaos. Just ignore that and DO NOT save over your existing save. This is just to test if it will load correctly with the bare minimum of mods. If it works, then it's a matter of finding the troublesome mod.

If it doesn't help, then try sharing your save here and we can give it a go. To do so, go to the Content Manager, find Savegames on the left, then find your save. Click Share, add a name and description if you'd like, and click the Upload button. Then copy the link of the page here.

There are definitely also situations, where I might leave a thread open because the discussion is still very relevant or the new comments added something really valuable. Just like sometimes I'll lock one because it's more bickering than discussion. A locked thread doesn't mean that the topic can't be discussed - and in most cases I leave either a comment or DM the poster with encouragement to start a new one instead.

Feedback is always valuable, even when it's negative. The only cases where things get deleted, is when we move into rude unconstructive posts. Players calling each other names for disagreeing isn't okay. Talking about disliking something or how they'd like it to be different is perfectly fine. :)

When to lock an old thread and move into a new one, and when to stick with the old one is a constant balancing act, and I have no doubt that I or the lovely moderators helping out don't always get it right. And I'm always happy ...

I'm just gonna throw in a recommendation for the Quay Upgrade Tool as well, since when you build quays on land, the game can't always figure out which side is supposed to be which. This mod lets you flip direction like with one-way roads. And ofc upgrade quays in case you find new ones you want to use. :)

That does make sense, since the game is the same version no matter which DLCs you have. Disabling a DLC doesn't change much more than just disable the features of that DLC. The game is essentially still the same.

Old threads get locked because there's a lot of info in them, that doesn't apply anymore. I've just locked a few today for that reason. Asking for help in a thread of a relevant topic might seem like the best way to get help with your problem, but it actually isn't. People will respond to the original OP moreso than the latest comment. Starting a new thread is much better.

There's also all the changes to the game over the years. Every DLC release comes with a free patch for the game that changes things. Bugs are fixed obviously, so what caused an issue 3 years ago might be completely different from today. And then there's mods. Old threads might recommend mods that are now broken. Bringing them back to life gets news subscribers for those old broken mods, which in turn means people end up with new problems instead of a better gameplay experience.

Are you subscribing to all the mods they've used as well? A mod that changes population for example would have this effect if it's missing. Ofc if the creator of the save set up custom configurations for such a mod, you would be missing those and then the numbers would also jump back down to either the game's or the mod's default numbers.

Absolutely strange. The log looks perfectly normal and as expected with those launch options in. I think there's no way around trying a completely clean reinstall of the game.

- Remove the game from Steam (uninstall)
- Manually delete all these files and folders, if still there:

...\Steam\steamapps\common\Cities_Skylines\
...\Steam\SteamApps\workshop\content\255710\
...\AppData\Local\Colossal Order\Cities_Skylines
(first move the /saves/ folder elsewhere to keep your save games)
(To see the AppData folder you'll need to enable View Hidden Items in File Explorer)

Reinstall and test. You can use one of these two cities to test on if you want to avoid building up one. They are completely vanilla and work well for testing purposes. :)

Can you post a new log from the attempt with the mods and Safe Mode options? It might not show anything new, but hopefully it'll have some error in there to give some idea of what's wrong.

Subscribe to the Save Or Saves mod, enable it and restart the game. Then make sure the Safe Mode options from the Loading Screen Mod are also enabled before trying to load your save.
