The servers will come down for a restart 2022-11-10T14:00:00Z. The downtime is estimated to take 1 hour.

That is correct. There’s a few changes that made it into the patchnotes that indeed are from a previous patch.

They’ve been removed now and added to the changelog. Thank you all for pointing it out!
