No, as of now it's not possible. Currently cross-progression only exists for Stadia and Steam, Switch will be added soon.

No, it's not bugged - this pretty much is a thing with about any existing DC penalty.   • Raised camera to original position when crawling
  • Changed transition animations in Survivor Locomotion to make the controls feel more responsive.

The whole thing with hitboxes aka desynch should be fixed with the upcoming hotfix patch - in relation to how hits have been registering, that is.
