To expand:
Constant issues with backend config not actually being saved, across different files at different times. Nothing to do with Eco itself updating or anything, just completely at random.
Near zero modding (full Clays only, no ability to change files of it) with no ability to add more mods when requested, even when they're entirely non-DLL mods.
Poor near zero refund policy even when things like this present themselves. Only option is to go via Paypal or CC.

That sounds like it could be a bug. What part of the load process is he stuck on exactly? What message is the one that he stops loading on?
Known issue, probably caused by a problem with the update changing how glass blocks fundamentally work, or by a problem with your server updating in general:

We've seen a few reports of this error lately, and we're aware and working on it. I can't give an ETA on a fix, unfortunately.
One thing that might work is deleting the Eco folder located in C:\Users\AppData\LocalLow\Strange Loop Games\
