A possibility is a corrupted database or turned off stats. Check your server logs if there are any DB errors.

Try with localhost:3001, otherwise you need to open the port.
The lawmaking is partially moving to ingame, but was in the interface as Eco was originally build for schools, where teachers and pupils could look it up in the browser without having to go ingame.

Well, that's the point of the game. You can of course decide to not upgrade infrastructure for the sake of the planet - but you will have to live with the consequences. That's what Eco is about ...

Animal Husbandry is a feature on the roadmap and taming (a wolf) will at least be available to backers of the Wolf Whisperer tier.

It's not being worked on currently, not sure when that was said?
It's planned to be worked on sometime in the future, but it's a low priority feature.

The collaboration settings influence how fast you get skill points.
No, the worlds are only random if you choose so, otherwise a pre-generated default map that is only different between patches, but not between players, is used.

Try to restart Steam. If something is wrong with the connection to Steam, the game offers you to login via your SLG Login instead. You can create an account on our website and link your Steam account to it - this allows you to play Eco when Steam is on maintenance or down as well.

The powered cart is a legacy vehicle replaced by the Steam Truck. It's not meant to be crafted, we left it in for the diehard fans. (And because it takes no time to not remove it, obviously) In normal progession you would never use this vehicle and that's intended.

For Update 9.0 we rebalanced it a bit, so it can actually be useful at a specific point of the tech tree, but most people will still not want to use it due to its high turn radius - but it does have it's fans and we don't see the need to arbitrarily remove something.
