If the world was generated pre 9.0 and is older it might have gotten lost somewhen. But as long as you have biome layers there is no way to fix this, unfortunately.

Yes, White-Tiger exists only based on this premise and is even an official server. But you get the same on many community-run servers, especially the bigger ones.
Right clicking with it selected on the ground will fertilize that land claim. It's not an instant boost though, it seems to take a minute to actually register with the soil sampler. I'm still fairly clueless on how fertilizers actually work, but that is how you use them at least.
World Layers generally only update all 10 minutes, so it can take up to 10 minutes, depending when the last tick was.
Every electrical device works like a ZigBee network, extending the range. The transmission pole does it over a larger range without consuming power itself.
