Was that a clean wipe-and-install, or an inplace upgrade?

Have you checked out your hardware?

What GPU and CPU temperatures do you see before starting the game? In the main game menu? While playing?

Repeatable crashes with no mods involved are typically bugs. Most likely this one has already been fixed in the 1.31.x patches. Have you tried loading a copy of this save (NOT the original!) under the current game version?

Still getting those AMD crashes I see. I should have said, did you uninstall the drivers for both AMD video devices?

Best to lodge a support ticket at paradox.zendesk.com I think.

Our problem here is the game didn't change within the last few days, the most recent patch was 2 weeks ago.

When you say it's barely moving, you mean the game speed day to day, is that right? What fps are you getting?

Is this all in one particular campaign, or also in a new test one you might start now?

Please do a full **clean** re-install:

- move any valued save games elsewhere
- "uninstall" in Steam-EU4
- manually delete both the Steam/SteamApps/common/EU4 AND Documents/Paradox Interactive/EU4 folders
In particular make sure there are no files or folders left under either the Steam EU4 or Documents EU4 locations, before installing again.
- re-install game in Steam, run a Steam Verify when done.
- add EU4.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.

Then in File Explorer right click on eu4.exe , properties, compatibility. Tick "disable fullScreen optimisation" and untick every other option there, apply and exit.

Then in the game launcher set Display mode to fullScreen. Run the game up and start a new test campaign. Is that any better?

No, all I can see is your text "can you see the files?".

I have no idea why you are having trouble attaching simple text files here! We get them every day. Try using an Incognito page in your web browser.

What antivirus app do you use?

Does this also affect HOI4?

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/EU4/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/EU4/logs/ folder, attach here system.log , error.log .

Really, that's a new one on me! I wonder why it picked on just this game, and why just now ...

What AV was that?

I've seen a few reports of this but have no solid reason for it yet, sorry. Do check all your firewalls allow eu4.exe through!

As you have AMD there is no need for borderless mode, you can go back to fullScreen if you wish.

But I see numerous crashes in the AMD software there. Please try a clean reinstall of it:

- uninstall it with this tool:
https://support.amd.com/en-us/kb-articles/Pages/AMD-Clean-Uninstall-Utility.aspx - reboot
- install again by fresh download from here:
http://support.amd.com/en-us/download - reboot again

If that doesn't help, what happens if... Read more

Okay then, that narrows it down to your router/modem or ISP. If your ISP provided your router/modem they should be able to help you with that!

I don't know what would cause that. You are JUST attaching the .log files is that right? They should be quite small and have no problem, we get hundreds of them attached here every day.

Looks like you have two separate problems, the launcher and the game/Windows.

For the launcher Please try this:

- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:

- C:/users//AppData/Local/Programs/Paradox Interactive/
- C:/users//AppData/Local/Paradox Interactive/
- C:/users//AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- exit the Steam app entirely
- run steam.exe as the Windows Admin user
- run the game from the PLAY button in Steam
OR
- exit the Epic app entirely
- run EpicGamesLauncher.exe as the Windows Admin user
- run the game from the Epic client

IF that doesn't help, in this folder are some .log files:
C:/users//AppData/Local/Paradox Interactive/lau... Read more

The fact that the VPN works around it shows that something is blocking it locally! Whether Windows, your internet router/modem or your ISP is not clear.

Do you have another local machine you can test this on? OR move this machine to some other network, for the sake of the test?
