I suggest you also use Revo Uninstall to check for Avast and BitDefender - not that a firewall can cause this issue.

Assuming that doesn't help, now make a second user in Windows here, log into Windows and try the game under that.

If that too doesn't help I'm pretty much out of ammo here I'm afraid. I don't often suggest this but how do you feel about a Windows Reset?

This is just this one saved game, is that right? Or this happens in other campaigns too, or even new ones?

I see you have Avast, which is the most troublesome AV app for our games. Even disabled it can get in the way. If you don't want to use it I suggest you remove it completely; use both the free utilities Ccleaner and Revo Uninstaller to make sure it is 100% gone.

You also have many Windows updates which have failed or are "in progress" for over a year! You may need Windows support help in resolving that, but start by running the Windows Update app manually, see what it finds to apply. Do that and reboot.

Epic do not provide a way of syncing game ownership with other accounts even when linked, unlike Steam.

In the game launcher please set Display mode to Borderless.

That will probably fix it all by itself!

For each PDS game the launcher writes your resolution choice to the file Documents/Paradox Interactive/{GameName}/pdx_settings.txt , which in turn writes those changes to settings.txt (which is also what gets updated when you make this change within the game).

If those files are flagged Read Only, OR you have an antivirus app that is over-protecting the Windows User Documents folders, then what you describe will happen - changes made will not be written out to those files.

There was also a bug like this in an older launcher version. Current is 2021.8.2 , what version do you see?

Try having all players choose Nakama in the mini-menu you get when you start the game. Is that any better?

Has it always done this? Or used to be okay?

This is only local saves, not cloud, is that right?

What antivirus app do you use? Add EU4.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list. You should add steam.exe and C:/users//AppData/Local/Programs/Paradox Interactive/launcher-v2.2021.8.2/paradox launcher.exe to that list.

When you run eu4.exe directly Epic is not involved, nor is our launcher. The problem is elsewhere, I suspect a deep Windows issue of some sort.

Please install and run the free utility Speccy. Send its output to a text file and attach that here, thanks.

I do not know why this is affecting you so badly. I have seen the occasional report of one-off events like this over the years, but not consistently like you see.

Has the game always been like this for you? Or it was okay up to some point?


In your reinstall, did you make sure there are no files or folders left under either the Steam EU4 or Documents EU4 locations, before installing again?


DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/EU4/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/EU4/logs/ folder, attach here system.log , error.log .

Well, we are now no wiser as to what is wrong in this machine that stops our game running!

When you ran eu4.exe directly from File Explorer what did you see? Any error appear?

Are you a Steam member? If so our similar game Crusader Kings 2 is free to play there - does it run or also have this problem?

Alright, you can reinstall that AMD driver now.

But we're not left with any clue where the issue is now. If you run this Windows repair tool:

None of those temps are a problem, so the issue with your computer is elsewhere.

I don't have Win11 yet to confirm this is still a thing, but please manually run msconfig . Go into boot-advanced. If Number of Processors is ticked there, untick it and reboot.

If that is not the issue I'm pretty much out of ideas, I am sorry.

Sorry, I was mixing up another case that had two AMD video systems.

But now we see no AMD driver installed there at all under Display Devices ! If you run the game now it will try and use your Intel video device; does it run now or have the same problem as before? That will test if your issue is really to do with AMD, or is elsewhere.

No one else is getting this, I don't know what is wrong at your end!

Do you have another machine you can try attaching them from?
