No evidence of a game problem in any of those files, sadly. Windows is not fully up to date but obviously that was the case before this happened.

There are several LiveKernelEvent entries in dxdiag there, which means the machine was forced down in some way. Were those related to this game or something else?


Let's try a full **clean** re-install:

- move any valued save games elsewhere
- "uninstall" in Steam-EU4
- manually delete both the Steam/SteamApps/common/EU4 AND Documents/Paradox Interactive/EU4 folders
- re-install game in Steam, run a Steam Verify when done.
- add EU4.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular make sure there are no files or folders left under either the Steam EU4 or Documents EU4 locations, before install... Read more

Then I'm afraid we can't help you here, we can only support only unmodded games. You might try the User Mods forum here.

Has EU4 ever worked on this machine? Or never yet?

You are sure you cleared out everything mentioned in that process, before reinstalling? Unless this is a hardware or MacOS issue, it really should get you going again.

Alright, now right click on each of those .exe files (EXCEPT eu4.exe!) and go to properties, compatibility. Set them to run as the Windows Admin user.

That should do it for you!

It is a thing with the current game version that running eu4.exe does not show the DLCs. The point of doing that was to see if it ran at all, as a diagnostic step.

So we now know that you can run eu4.exe but the launcher cannot, for some reason.


What antivirus app(s) are you now using? You need to make sure all these apps are in its exceptions lists:

eu4.exe and dowser.exe (in the Steam EU4 folder)
C:/users//AppData/Local/Programs/Paradox Interactive/launcher-v2.2021.6/paradox launcher.exe
C:/users//AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe

I doubt your firewall was affected by your game crash or PC restart.

You may feel you've done all this, but please again do a full **clean** re-install:

I've seen this happen occasionally with this game over the years. Usually after some sort of outage, computer crash, Steam problem or something like that . Anything like that happen?

As far as prevention goes, all you can really do is make a backup copy of the ironman save file just before or after each play session, so you have somethign to fall back on should it happen again. But it is a VERY rare event! Which is why the devs have not been able to duplicate the issue so they can fix it.

Did you want your documents to be stored on the MS cloud? If not it is best to undo that, as it can get in the way.

What happened when you ran eu4.exe directly from File Explorer?

And you may as well do a clean reinstall and update of that nVidia driver:
- uninstall it and all other nVidia software
- reboot
- install August 2021 from here:
Download Drivers | NVIDIA - reboot again

Ah, in that case you don't have a launcher problem at all most likely. If you run eu4.exe directly from File Explorer does it start up?

Deleting the game will not fix whatever is wrong in the Windows update process that is preventing our launcher installer from running.

You could try the free utilities Revo Uninstaller and Ccleaner, to make sure all trace of Paradox Launcher v2 is gone.

Failing that, it may be your new Windows installation did not go well. Not really sure what to suggest for that situation, to be honest!

The 1603/1605 errors we see there are typically a previous other installation stuck, or a problem in the Windows update/install processes.

If you see msiexec running in Task manager-processes, kill it and try this launcher install again please.

Otherwise run the Update app in Windows, does it load okay, find anything to apply - whether a patch, update, or whole new Windows 10 version? If so do that and reboot, then try this launcher install again please.

If still no good, do you see Paradox Launcher v2 in the Windows Control Panel to uninstall? If so does it uninstall cleanly, or get an error doing that?

I know nothing about such things. I guess uninstall it if it's in the Windows Control Panel, then use the free utilities Revo Uninstaller AND Ccleaner to ensure it is completely gone.
