Okay, so the problem here is you already had an Epic account linked. It's literally impossible to play without one, so if you don't link one when you start playing on console, the game automatically creates and links a sort of ghost "nameless" account to hold all of your items.
You were supposed to follow the instructions here to upgrade your "nameless" account to a fully-functional Epic account.
By making a new Epic account separately on your own and then linking your Xbox to it, you overwrote the original account and everything on it, since automatic "nameless" accounts have a lower priority.
This is not exactly correct. It's true that Xbox Live account is merely a method to login into an Epic account that stores the data. Linking that Xbox Live to a different Epic account doesn't overwrite anything, just the original nameless account remains unlinked. What OP needs is to contact Epic support and provide information on what they did, the name of the Xbox account and support should be able to help restore access.

Not really, if I run a couple of missions, there will usually be 1-3 radars on any map. Now the daily scouting (biome) is another thing.

I'm not sure what content distribution network connection is so critical, that the game fails to start, but as with any connection errors try the following:
- Make sure your system date and time are accurate - in correct date/time often breaks connection encryption and leads to these kinds of errors
- Make sure Fortnite is not blocked by an antivirus or firewall
- Try using a different connection (e.g. connect through mobile data), if you can or VPN

The original option was most likely removed because it didn't work properly with some of the recent changes.
Also, Just because creative device does the same thing doesn't mean it's the same functionality as the old StW option. Proper first person view implementation (and I expect this is what the new device does) is way more complex than just putting the camera into a new position - the weapons that you see in front of the camera are not the weapons that your character model holds when seen from third person view. This is a separate set of models and animations created and shown only from first person camera. The models are usually way more complex and use more complex weapon handling/reloading animations than the third-person models.
