edit Besides Malchor, I think you guys should be looking for NPCs either in central Tyria or in the Crystal Desert who are 1. On or near the edges of things (buildings, cliffs, etc) and who are 2. In a pretty bad emotional state / contemplating jumping / who have lost things. This NPC is almost certainly NOT in a story instance that you can only access once (eg, NOT the Domain of the Lost), NOT in Heart of Thorns or related maps (since this is a PoF specific thing).
Edit3. Thanks to Faerla's reply... I'm going to personally wager that since all the other pieces of this collection were PoF related, and in the central PoF maps, the relevant central NPC is likely in a main PoF map, NOT in Central Tyria. And still absolutely not in an instance.

My 2 cents:
We may have to talk to an npc, who is on the edge and maybe lost something. The Domain of the Lost is full of npc's named Lost Spirit, also you defeat yourself to get back your name (the npc becomes a lost spirit aswell), also you get a "journey" of your story so far, then at the end you climb up a tower, there is a cliff (with Balthazar)(who you lost against in battle and died -> you are a lost spirit).
This would be nice and all, but I am not really sure you need to do be in an instance for it. Also it does not match with all the meditation and abaddon stuff.

I'm at a loss for what I could say that wouldn't outright give it away.
How about a UI change to OS and a very slight bump in the rewards for cashing out there? Leave the pips that of a normal map, but give marginally more reward track progress with some sort of clear UI indicator that you're doing it. Carrot people out of the queued maps, basically, without actually providing that much stronger of an incentive. Could apply a slight nerf to the rewards when ticking down on a non-OS map to balance out the economic impact if necessary.
I'd like to get the UI displaying correctly in OS so at least its clearer that you get rewards there.
One black mark against Raymond is that he was excited for those obsidian weapon skins, looking at them I can't fathom why.
I dunno options differ I guess I really like the torch and the dagger.

We've looked into cashing out and it's not the solution to reward AFKers. We detail some of that in the FAQ. Some people who AFK might use a system that gets them out of the game for slightly less rewards but we'd still have AFK people trying to maximize rewards. We'd need to do something else to solve that problem. The pie in the sky idea is to find something that works for all of the parties involved. Maybe there isn't one but we have ideas that hit a larger portion of the issue and we're looking into those more since they solve more of the problem. One thing I'm looking into again is the idea of keeping participation from decaying outside of a WvW map. I've looked into this in the past and it's not a straightforward change.

First off - this issue is one we're investigating and seeking to address.
To better explain some of what is going on I need to explain some of the difference between an obstructed and a pathing error.
A pathing error is when we try to create a pathing line between you and the point you're targeting and can't find a way to do that. Picture you targeting a point up on a cliff; you've got no way to walk there so you'll get a pathing error.
An obstructed error is where there isn't a direct line of sight to the point because there is collision in the way. Picture shooting an arrow at a spot behind a wall, you could potentially walk there around the wall, but you can't shoot the spot because of that pesky wall. Thus obstructed error.
In this case what is happening is that your target is the ENEMY near your shade, not the shade itself, who you may not be able to see.
