Are we supposed to have received the new cards though? I'm not a new player so it's not a big issue, but I don't have Radha, Heart of Keld, nor my fourth copy of Edgewall Innkeeper.
As mentioned in the other response, you may craft the new cards if you choose, or use something else from your collection and keep the wildcard refunds for other purposes.
Players who receive these decks after the ban will get a modified version. If you already had the deck on your account, unfortunately you will have to make changes yourself.
Historic ICRs come from cards that can be opened packs of sets that are not Standard legal. Currently that is:
Cards that are banned or suspended in Historic are excluded from ICRs.

Such a fun event, but why tf isn't Curious Obsession banned? if there's a tier 1 deck that can run zero rares in regular old historic you should probably ban the key card from that deck. I'm just conceding to mono blue gamers and trying to jank it up with Reanimator, not many good uncommons to reanimate tho.
I like reanimating Gray Merchants, myself, since they bring all the Silversmote Ghouls out with them, and also load me up with Deathless Knights.
I'll take a look at the numbers on Curious Obsession on Monday, though. Mono-blue tempo decks usually take a meaningful hit losing Brazen Borrower, but never hurts to check.

I'm sorry to hear that, and we never want to put players in a situation that is purely unpleasant. Frankly, if we had known when we were scheduling this (which was before ZNR even came out!) what we know now about how people feel about the current format, we would have probably done something different.
I hadn't considered the possiblility that this was a Grand Finals cross-promotion, but that does make sense in retrospect. Does that mean we should expect more explicit advertising of the Grand Finals in the client?
I believe there will be a link to the event coverage in the rotating gallery that you see on the home page (like 80% confidence).
We sometimes use FNM to spotlight niche formats, and sometimes we use it to focus interest on something coming up on the schedule - like this weekend's Grand Finals, where Standard is one of the main formats.
(We also just generally try to rotate what's in FNM so that all kinds of players get exposed to all kinds of things. There are players in Arena who don't play much Standard, even though it's a regular queue, and we want them to see new stuff as much as anyone else.)

The short version is, they weren't accomplishing their goal. Workshops were intended to be an engagement tool that enticed players to come back every week and see what's new. As it turned out, players who were already in the client played them, but they didn't really move the needle for anyone else. Given that, we couldn't justify the time commitment for creating play experiences that got used up and forgotten so quickly, especially once we moved to work-from-home and everything had that little bit more friction clogging things up. Plus, they often seemed to create more aggravation than excitement (due to matchups, formats that people didn't enjoy but felt obligated to play to collect the free rewards, etc).
So basically, for several reasons, many of which are only tangentially economic. It's nice to know that there's some folks who miss them, though.

With Zendikar Rising Quick Draft now available for players, many of you have noticed that this event is not a part of our full-art basic land promotion alongside other Zendikar Rising limited events. While this was always our intended design and the promotion is not advertised in-game on the Zendikar Rising Quick Draft event page, we could have done a better job communicating this disparity in our game related updates (namely the September State of the Game and 1.12.00 patch notes).
