I have done everything I have found to do so far to try and fix this issue. Reinstall, reinstall on different drive, verify files (I did that on both drives), disable Ubisoft overlay, disable notifications, made sure the correct GPU was being used, all drivers are up to date, checked my redistributables, restarted my computer, i am beyond the min specs, I have disabled background programs, windows i sup to date, and ran as admin and yet this game refuses to run. Every time I push play, it crashes after a few seconds. No error code, just the crash and report prompt.

Hey there, @KBod8802! Would you mind sharing your PC specs with us? You can do this by opening a case following this link. Also, please try starting your PC from a clean boot, and then try launching the game. Please let me know if anything has changed!

Hey there.

Sorry to hear the issues have persisted.

The next thing I would suggest is to attempt each step suggested here. These steps are known to resolve most of the common causes of crashing/freezing. 

If after doing so you're continuing to experience issues please let us know.

We can use a couple of system files to help diagnose the issue. Please see this support article, which describes how to create these system files. Once you've got them both prepared, please let me know here in the thread - I'll be able to create a support ticket you can use to send those files across to us securely. They contain crash information, so once I've got them, I'll be able to use them to investigate the issue.
