Hey, agents! We're looking at this currently and are investigating why the NPCs are not killed when they can't be interacted with. We have some good leads and made some progress towards improving this. As this will touch some pretty sensitive NPC stuff we do have to be careful and it will take a little longer to see first improvements.
It is a fantastic location for some awesome shots, one of my fav's is from this mission!

Oh, yea! I know that, I was specifically meaning the completion award after getting all of the apparel event stuff. For Invasion it was the Black Tusk Heavy Visor and for Silent Night it's the Winter fur hat. It says in the tutorials that you only can get those while the event is active and I had a glimmer of hope they'd come around again.
Gotcha, I must've missed that detail. Yes, the exclusive 'completion' items are constrained to the event. We've got no official plans of repeating Apparel Events at the moment, as we'd rather have new events rather than repeat the old.
On the bright side, you've got the remainder of the month in order to try and complete it!

To briefly clarify the answer here...
Apparent Event items will make their way into the Standard Apparel Cache pool after a delay following the end of the Event. They are by no means impossible to get, but you will find them far easier to obtain while the event is still going on.
This is true of the current Silent Night event as well as all previous Apparel Events.
