I had a few hours where it wasn’t happening and then it just happened again in the middle of a CP - about 15 minutes of play. I don’t have any external programs or other software running.
EDIT: It's also funny how Ubisoft has commented on other issues in the technical section of their forum, but have been silent on this issue. There are multiple threads with a high number of users reporting this issue and they have been silent.

Technically yes! The Warlords DLC comes with a level boost so you can go straight in to the NY campaign. Should you want the full experience you can always create another agent and go through DC from the start.
This is a great resource for those who are unsure of how to proceed after completing WONY!

Definitely doable! As the others said, you will need to have the Warlords of New York expansion and complete the campaign, however this shouldn't take too long once you get the hang of it. After that, you can start grinding away for those apparel cache keys and deck out your agent in your favourite RE outfit!

Remember to check your apparel inventory and also that the Resident Evil Apparel Event is available to all Warlords of New York owners who have completed the campaign.
