So, the matchmaker actually does look at what you're describing, however it only sees Nation and Class.

There was no "swap because the Smolensks are Russian Cruisers, and Stalingrad are Russian Cruisers. Had it been two Des Moines instead of Stalingrads, then one of the Des Moines would have been swapped with a Smolensk. This would provide 1 Russian Cruiser on each team, and 1 US Cruiser on one side and 2 US Cruisers on the other.

She was very popular for a while, but after people started feeling out her racecar turns she took more damage at long ranges than people wanted.

She's an accurate, long-range pressure ship. To me her guns and movement feel similar-ish to the Venezia, though her tankiness/survivability is not nearly the same. So, imagine a Venezia that has HE instead of SAP and a very healthy amount of range if you want it and you'll have an idea of her vibe.

5 is no longer possible with the change to Matchmaking for Co-Op that dropped in the recent patch.

4 DDs can still occur if the Queue time exceeds 25 seconds for even a single player that is in your match.

The change being referred to is a limitation of 3 Battleships or 3 Destroyers under normal Co-Op Matchmaking Rules. However, if a player waits in queue for more than 25 seconds, those restrictions can be relaxed to a max of 4 Battleships or 4 Destroyers.

Matchmaking allows for a spread across 3 tiers at the most. This is referred as "+2/-2" because a Tier 6 could see a Tier 8, or vice versa.

Being bottom tier or top tier is perfectly normal, and you can learn more about the how the Matchmaker works in this How It Works video:

The change was that the Matchmaker is capped at 3 Destroyers and 3 Battleships if nobody has waited over 25 seconds in the Queue.

So you can see 4 Destroyers or 4 Battleships at most if someone was waiting longer than the 25 seconds when the match happened.

So, economics in this game can be a little weird. I believe I should explain a few things to try and help out.

Firstly! Service Costs!
Higher Tiers have higher service costs. In a way, this helps to de-incentivize playing only the highest tier over and over and over. That being said, some power-users buy the Permacamos and just play high tier all the time, but it's part of the design concept.

Also worth knowing, higher tier Premiums don't have as much Service Cost pressure, which also having extra credit earnings. Tier 10 "Special Ships" are kinda like Premiums, but have no bonus credit earning. Instead they just have super low Service Costs (so that's where the extra credits really come from)

Secondly! Bonus Money!

Combat Missions representing the Ornaments have already been added to the game. However, they aren't labeled "Ornament #1" or similar. They are just Combat Missions.

Unfortunately, this events is hard for players to track because it was initially intended as a "Go to the Web Portal, Click the Button, and return occasionally to see what newer missions are available."

It is confusing, but it's a very basic event that isn't supposed to cause significant amounts of effort outside of going for the "Competitive Prize", like trying to get the highest Base XP on a specific class within the time period allotted.

My comments referred to Clan Battles as Skill Based Matchmaking, and to Brawls as Skill Based Balancing.

Clan Battles is a format where the "Team's Current Placement" is used as its "skill" number for placement purposes. It is matched with another team based off of that "skill" number, and points are won/lost according to the difference in the "skill" between teams.

Brawls used a test format where Win Rate and Avg Base XP was assessed in the creation of the matches.

Your "Source" is me. And I have never said Ranked was Skill Based Match Making.

Why haven't I said that?

Because RANKED IS NOT SKILL BASED MATCH MAKING.

Old-style Ranked (2.5-1.0 years ago is what I have knowledge on) also used separated queue structuring, in the sense that once you passed a certain Rank you would deal with others in the newer, higher bracket. Which is the same concept as now.

Perhaps you aren't aware of what people mean when they say "Skill-Based Matchmaking"?

The idea is that a formula will take into account a player's statistics and figure out a number to represent their "skill" or capability. This is used to determine a "probability of winning" and they are matched with others that provide what should amount to a fairly even chance for either team to win.
