You can only upgrade between supporter packs from the same type. If you have pure points purchases, you can use them to upgrade to any supporter pack type as long as they were purchased within the correct time frame. The supporter packs that are eligible for upgrade from the points you have should display this in their upgrade prices on the website.
Yes, the item will be there on a different character, or yes, the deferred items are character specific? I am pretty sure that I have deferred an item on one character, and had it show up in Ritual on a different character.
It's character specific. You won't find it deferred items on a second character.

When was this patch deployed that we're rolling back to? I just hopped off the game about two hours ago and had found a bunch of stuff.
Your progress shouldn't be affected from that timeframe. There was about 10 minutes of playtime that will be lost from the time Patch 3.13.1c was deployed until the realm went back down for the rollback.
We are aware of this issue and will resolve it ASAP. Unfortunately, this likely means we'll need to rollback the PC realm to its state before the patch was deployed, meaning progress earned in that window will be lost. We're incredibly sorry about the inconvenience. We'll get this sorted ASAP.
For the few of us that play trade league, is there going to be any improvement in the trading experience, or should we expect the trade site to not work properly for the first month of 3.14 either?
We made some improvements to the trade site last night and believe there's been some improvement there. We're also waiting on more servers to hopefully increase the site's capacity even further.
3.14 is the "last league" before PoE2?
