Ragnar is a gunboat. It plays the way that a light cruiser plays more than a destroyer. You have many options on how to play Ragnar, but none of them involve launching torpedoes
Against Destroyers:
Your 25mm deck and hull will shatter HE shells from 90%+ other destroyers. You will outtrade almost any other Destroyer in the game with guns.
Your best concealment is shorter than your radar - that means that, if you are spotted and NOT shooting, you can radar what is spotting you.
You can have 30,000 hp and your heals can push that up to 45k - the highest a DD can have if I'm not mistaken.
You are sluggish and fat - and vulnerable to torpedoes because you have to be bad at SOMEthing
Against Cruisers:

So we did not ignore you. You asked us to do something that would have taken us a large portion of our stream time and we're simply not going to do that. It's really not OK to continue spamming your request until we respond. That's not how the stream works.
You asked us to look at the balance of the new map Faroe Islands. Specifically, a certain point around the B cap to assess it's "balance". We're not going to do that on stream because that's not what our stream is for. We will make a note of your assertion and have that factored into the feedback surrounding the new map in 11.5.
So please drop it.

Gonna hop in here to remind folks that a "queue dump" match like the one the OP is describing are the exceptions, not the rule. Most matches are not like this and do occur when players bring mixed-tier ships into the Randoms queue.
It's frustrating, for sure. This is not the MM failing though. This is the MM doing it's best to find a way to ensure that both teams are about on equal footing ship/tier-wise.
As always, the MM does not factor in WR / PR / damage / skill / yadda yadda - only tier and class. It will also try and split ships of the same type, meaning it will attempt to split 4 Des Moines into two groups of two if it can.
