The new French Cruisers are ships that rely on their stealth and speed to be in the proper position to WHACK other cruisers with AP that show them broadside.
In Coop, the bots tend to move forward, always forward and not turn to kite away. This means the new French Cruisers don't get their chances to punish broadsides as often.
My suggestion for Coop players is to use the insane speed of the FR CA's to hit a flank asap and start whacking away at the bots that start moving towrads the center
I'm not sure what all this means, to be honest.
The CIS region and other regions are and have been in the process of a separation, so it is no surprise that CIS codes are not likely to work in other regions.
That being said, there are also codes made for NA that don't work in other regions and so on and so on.
Sorry, I've played clan battles at the highest level for years and a random bonus code here and there makes no difference nor gives "an unfair advantage".
CIS will do their own stream giveaways and we will do our own. The purpose of the NA stream is to share information, answer questions, and have fun - not to give out codes all the time.
CIS codes will not work on the NA server.
While there are a few things that still link CIS to NA / EU / ASIA, most things have been severed. You can still run into CIS clans in naval battles or clan battles, but things like codes will not work.

Muashi is basically defenseless against CV's at tier 8 and 10 already - it's always had to rely on allies for AA support.

Tier IX is now equal to previous tiers in the sense that it essentially has a +2 / -2 MM spread instead of a +1 / -2.
Your example of Tulsa could easily be made for a Baltimore against a Tier 10.
We will be carefully watching the performance-over-time of Tier 9 ships, but I suspect they will be just fine.

Honestly I'm right there with you. Now that we have badass citadel animations I would LOVE to see something special for detonation myself.

There have been no changes to frequency of or calculations for detonations that I am aware of.
Possible culprits for you feeling like you're seeing more could be:
BB players are choosing not to bring them anymore
People have run out of Det flags after they are no longer earned from detonating and are choosing not to purchase more.
More torpedoes due to inclusion of submarines - torps tend to all hit in the same place
