This is correct.
Between Lighthouse and now, the ship was deemed "Special" and could have any commander put on it for free as if it were a premium. Now that it is out to the public, it is finally a pure tech-tree ship and requires specialized training for it.
This is no different than any other early-access ship from the past .
If you acquired it during the Lighthouse event, you should also have the default commander that came with it pre-trained, which I believe is 10 points.

You're not able to buy the Repulse outright as of yet - but buying the packs that allow you to jump multiple directives is one round-about way to do that.

I was trying to include language spoke rather than nationality, but I actually don't know about AP/HE as I THINK they speak Japanese, but I could be wrong.

As for why I don’t actively discuss things in this thread much, it’s because that’s not what this thread is for. This thread was a reminder that there is an entire section of the forum dedicated to giving feedback on devblogs and the Public Test Server. I figured a lot of people don’t know that and wanted to make them aware.
And I DO take the info from the feedback threads. Every week we compile the feedback given in the devblog threads and the PTS threads along with a general run of the forum itself.
You, icy, say that it’s not a true feedback thread if we don’t observe. - we DO observe. You say it’s not a feedback thread if we don’t engage. I disagree. Most people make their points clearly and thought-out well. I take it and move on to the next.
I’d appreciate it if you would ASK a question about how it works rather than just assume for yourself and actively insult us along the ...

It's a fair question to pose for feedback's sake. People freaked out about subs in randoms, then slowly got used to it, and now it's not quite the same horrifying shock that it was when they were first tested in randoms.
I want to know if he's having the same feeling towards superships which, for all intents and purposes, are far less "Unlike" submarines. They're functionally T10's with a few boosted parameters.
It's not ONLY relevant to damage missions. It's relevant to the API and stat-tracking programs that a HUGE part of the community rely upon for tracking their progress and visible skill level.
From Wows-Numbers, which many people casually use, your PR is factored by 3 things: your WR, your damage, and your kills.
Extra HP in the game DOES matter in that regard.
You know how it goes:
A ship loses half it's value the second it's rolled off the port.

The current rule is that you may write a Customer Support Ticket and request a refund if you have no played more than 1 battle in the ship.
Beyond that, you are looking at a full account rollback to the point where you purchased the boat.
As for your stats and the API changes that come with superships -
The Super-Battleships bring a HUGE slab of HP into the game that has been missing with the inclusion of a submarine or two per match.
To me, Submarines are more disruptive to the way a standard game of Random goes than superships are.
Some of the Superships are, in my opinion as a competitive player, too useful as they are. I genuinely believe that the two Autoloader cruisers are too good, but only because the downside to their abilities (longer reload after using autoloader) isn't quite punishing enough for the ability to obliterate something they catch making a mistake.
Satsuma is hardly game-breaking.
Hannover is honestly a monster in it's current iteration, but I highly doubt any secondary-focused BB can "Break the game".
Zorkiy will have to be watched, as it could end up being a monster damager farmer, but other DD gunboats won't be rendered obsolete by it.
Yamagiri is hardly broken - it's more of a flexibility gimmick than a "SMASH IT NOW FOREVER" gimmick.

Fair question - the chances then distribute amongst the remaining categories, but I don't know exactly the math of it.
I believe it is accurate to call it "proportional distribution", but I'm not sure. I think that @Ahskance knows the proper wording for it.
