It's extremely common for more rare ships to have inflated performance numbers in the early stages of it's existence. As time goes on, the tech tree will be released and the wider audience will get their hands on them. When that happens the stats will even out more in line with the other CV's. If it does NOT get close enough to the others, that's when balancing decisions can be made.

When the Devblog tells you that you will be invoiced the ship, that means you will be credited the ship.
I promise you that the term "invoice" here is only due to the language used to make alterations to an account. In this scenario, "Invoice" is 100% equal to CREDIT.

"5 or 6" wins might be a little bit of an exaggeration, don't you think?
Tier 7 is one of the most difficult tiers to play. People sort of say "T7's vs. T9's is much harder than T8's vs. T10's" and I agree. The armor thresholds for AP overmatch and the addition of module slot 5 makes T8 much more capable of going against T10's than it is for T7's to go against T9's.

Scharnhorst got a much-needed boost when secondaries got upgraded recently, but you still need to play carefully as 283mm guns don’t perform particularly well against other BB’s.
Tirpitz is very much like the Bismarck, but you get the added bonus of increased lethality when you end up toe ping someone at close range.
Pommern is very tanky and benefits from the slot 6 secondary module - allowing a truly massive volume of secondaries to get going. You do have to be careful how much angle you give an opponent you are charging, though and not open up your broadside until you’re sure you can handle it.

Secondaries are exceptionally good now and require fewer points to BE good than they did before. I was a HUGE proponent of this and I couldn’t be happier with secondaries as they are now.

Part of the testing of submarines does involve seeing how they function in random battles. I can assure you that the concerns raised here are understood and how the game is impacted both technically as well as enjoyment are both under the microscope.
An enormous amount was learned from the testing of submarines in Ranked. An even larger amount will be learned about how Subs work in a larger 12 v 12 format. Answers to many of your concerns here are exactly what should be found from the test.
As a player myself, I can attest that Submarines in randoms should feel less of a change than it did in Ranked due to the number of boats in the match.

So if I understand you correctly:
Campaign "Science of Victory" was adjusted to allow tasks across all stages to be done in Coop, including the Final Tasks. However, the basic tasks in Stage 10 does not include Coop as an option, except for the FINAL Task of Stage 10. Correct?
The Honorable Service Campaign allows Coop on it's Final Tasks, but not it's basic tasks, with the Exception of Stage 5, Task 2?
The Halsey and Yamamoto Campaigns do allow some tasks to be completed in Coop, and is therefore not a concern.
