I suspect that new Operations will come out in the future and will have this in mind. When Transylvania came out originally I think there weren't the daily missions in general like we have now.

I have returned with an answer, much to your dismay I suspect.
The Halloween Operation event "Saving Transylvania" takes place using Tier 3 ships. The missions for both recurring daily and German BC line require the use of Tier 5 or higher ships to complete. Thus, Saving Transylvania will not count towards these missions.
This was understood when released, but we've talked and agreed that we could have made it more clear. Even I didn't notice that the ships were T3 and that's what keep the missions from progressing. Good news is that all the other operations that contain T5's or higher WILL count.

#1 - I am extremely grateful that all of you have chosen to make your points clearly and in a civil manner without the need to be cruel to each other. Thank you for that!

#2 - the issue at hand here seems to be centered all around the fact that achievements of the sort needed to activate some of these commander talents are not available in coop.

The reason these achievements are limited to PvP is due to the fact that they represent achievements against other players. It’s as simple as that, I’m afraid. A human player simply represents a bigger, more changeable threat than a bot (unless the bot is dialed up to TURBO-BOT). The achievements were designed to be symbols of note for that.

You didn't ask a question.
I've already stated that Submarines have to be able to be mobile to balance their somewhat restricted range.
That's not spreadsheet - that's common sense.

I honestly suggest you folks go play randoms and see just what happens when a submarine is spotted within ASW range of 3-4 BB/CA.
It's crazy how careful a Submarine has to be to avoid getting triple-dropped by ASW planes.

The MM is overloaded with DD's because people are afraid of subs.
Two things will happen:

People will bring cruisers to counter the DD's


People will realize just how strong the airstrikes from BB's and CA's actually are and start bringing them again.

It's unlikely this will happen Day 1.

And that's your preference.
A lightly-armored T5 Battlecruiser with 8 14-inch guns is gonna get slapped around by a New Mex with 12 14-inch guns that overmatch the Kongo and doesn't get overmatched in return... speed be damned.

This is a fluid issue and one that can never be fully addressed.
The game has to be balanced and the nations have to feel somewhat unique so that there are multiple types of experiences you can have.
USN BB's don't feel or play the same way as Italian BB's, for example.

THIS. Very much this.
One of the biggest differences in the Commander Skill Reworks was the ability for BB's of all tiers to equally benefit from the skills chosen. This has a HUGE effect on lower-tier BB's ability to make good use of secondaries.
Scharnhorst has taken a particular buff because of this!

I disagree. The ships that do barely 20 knots can also fire at 16-24 km depending on Tier.
Submarines have distinctly lower range. Mobility is crucial for them to perform correctly.

World of Warships is an arcade game. This is not a secret.
The ships are artificially large in appearance vs. the range they fire at to make the game feel more approachable. IRL naval battles would not make for an easy game that fits 12 v 12 within 20 minutes.
There are going to be some things that don't perfectly align with the "Real World" so that they can fit into the game that we play. This is just reality!
Submarines moving faster underwater or on the surface even than they would in real life is just one of those realities to keep up with a faster-paced game.
