Thank you for the report! If this happens again would you be able to record it on your Xbox so we can get an exact timestamp on it? We'll want to make sure the animation color is correct for pack contents.

The team is aware of what you experienced. It appears to be a rare bug but if you have any information to share on what led to it occurring, we always appreciate specific details submitted in our bug reporting board to help aide the QA team in fixing it.

Have you tried changing data centers after you timeout at the ready up screen? Your trace route starts to jump at hop 5 but since you're connecting to the California address it's expected to climb. I don't see any packet loss which is great.

Are you able to login to your router's admin panel and disable or enable IPv6 to see if you have improvement?

Is your PS4 connected to a power surge or directly into the outlet, is your PS4 dusty and in an open space with enough ventilation?

 

Do you get this error when you try to launch the game from a different PSN ID profile?

 

Try restoring the license

Sounds frustrating what you're going through. Have you tried reinstalling the game though? If you have the game installed on an external hard drive, make sure there aren't files on both the internal and external drive. That can cause some weird performance issues.

Since you just factory reset your laptop you'll want to make sure all your drivers are updated. Your video card driver can use a new update which can be easily done with the GeForce Experience. It also looks like you could upgrade to Windows 10 build 1809. Search "Windows Updates" in the desktop search bar to check for pending updates.
