Have you tried again since Patch 22.4? The issue players was facing was resolved in this patch, so if you’re still stuck now it is a different issue.
This bug is scheduled to be fixed in the next major patch, Patch 22.6.
Hey there, this doesn’t sound like you’re describing a bug. The Balinda Mega Bundle does not include any alt Portraits (just the base one), and, as the product description says, if you buy it when you already have the base Portrait, then you get Balinda Coins instead, not an alt Portrait.
What device and region are you playing on? I can see the chalkboard in-game right now on my device and I have seen others posting the chalkboards in their game, too.
Hi there, as noted in the Patch Notes, that product is not available for purchase until February 22. If you’re seeing other people with it, a few streamers were given a preview to show how it looks so that people get a better idea of what they are purchasing.

Patch 22.4 is launching with a few known issues:

We’re aware that some players received two Lunar New Year Legendary Quest chains this year. We investigated the issue and determined that when we set this year’s Lunar New Year event live, we accidentally set last year’s Legendary Quest chain live as well. That means that any players who didn’t complete or abandon any of the quests last year are seeing them now. Any players who are not seeing double Legendary Quests already completed or abandoned last year’s quest chain when it first went live.
This bug will remain live for the remainder of this event and will be fixed afterwards. Any players who didn’t previously earn those rewards can login now to get another chance at them. You can consider this happy accident a way to celebrate one year turning over to the next. Happy Lunar New Year!

We’ve identified both the cause of the issue and a solution to the problem, which will be included in our next major patch (22.4). We’ve also identified a workaround that can be used to circumvent the issue in the meantime:
To avoid this issue going forward, do not close your Hearthstone client during the last game of a Heroic Duels run. Either use the in-game concede function or allow the game to reach its conclusion, and then collect your rewards for that run, before closing the Hearthstone client.
It just started rolling out when the post was updated (a few minutes ago). It can take a few hours to finish rolling out to all regions.
Seeing several people here reporting that dust refunds are not working. Thanks for the reports; that was already added to the list of known issues earlier today. As noted in the main post, the team is working to get a hotfix out to restart the dust refund period.
