Hello CMDR, this error is shown when trying to access Elite from an account that doesn't have direct access. From the looks of it you're trying to log in 'manually', but if your game access is through Steam you'll need to use the Steam Log In button from the launcher. If your ship is still at a Detention Centre then head there and clear the fee from the terminal on foot.
