Having the Steam Overlay enabled is required for in-game transactions.
I appreciate you prefer to play with this disabled, but it will need to be enabled for purchases and then disabled again afterwards.
Sounds like some routing issue. Is one of you able to connect to a mobile data hospot and see if that works?

This is weird. Steam has weird issues like this sometimes that seem to resolve on their own most of the time. Are you attempting to purchase via the Steam client? Try via browser if so
I guess can you try running the launcher as an admin? The fact that the appdata is not being generated is peculiar

When you re-launch the game through steam it should re-create the appdata folder. If its not being created can you double check you’re running steam itself as an administrator? That should launch the game with the necessary persmissions to re-create the appdata folder
If the log isnt being generated that’s odd. You’re trying to launch the game through steam directly correct? Can you disable your anti-virus entirely as it sounds like its preventing something from being written
