This was an intentional change.

With the new Family Battler achievement, we changed all of the Kul Tiras and Zandalar trainers to allow them to be battled at any time. This makes it so that players can complete the achievement at their leisure, rather than having to wait for a specific World Quest to become available.

At the same time, we increased the chance for pet leveling stones to be a World Quest reward, and reduced the chance of both battle pet bandages and War Resources to show up as potential rewards from pet battle World Quests.

Should be fixed now everyone!

A fix was applied a little while ago so this should be all cleared up now!

This was happening in 8.0 actually but it was hotfixed. However it looks like something caused it to incorrectly function again in 8.1.

We’ve since identified the cause and have a hotfix in bound to correct the Laser Matrix behavior again

This behavior is certainly not intended.

We’re investigating it.

I bet some blood elves will be happy to post here soon… once they finish their questline. :-p

It is earned through your weekly cache and from salvaging Azerite pieces you’ve obtained post 8.1.

Yeah that’s not what that means at all. Basically it means that the specific pieces of 385 Azerite will cost a large amount of the currency that will take a few weeks to earn.

It gives the similar vibe to me as badges did back in the day.
