This is amazing, and I love it!

Looking at our data the VAST majority of players stick to the default rec items at all levels of play. Some players will adapt their builds to the situation, and we do what that, but the default loadouts represent a large amount of what players are likely to build.

I know this post is old now, but have you considered a ward item as a boot upgrade? Then you would have to choose between it and something like locket, so supports still have legitimate options outside of a ward item, but gives a little extra vision if that's what you're interested in.

It's highly unlikely we would create a warding boot enchant. Players really like how tactical the boot enchants are, and we don't like the idea of creating a highly strategic option that supports, or their team, feel supports MUST pick up.

What's the penalty for frequent inting? Given that will they get permabanned since it's intentional.

First penalty is a 1 day ban if I recall correctly, it escalates from there through 3 day, 1 week, 2 week, etc. It's different in each region because there are some regulations limiting things (i.e. we can't permaban players in some countries). We also penalize them by removing extra ranked fortitude and distributing that to their teammates.

The problem is that at high MMR too many other abuse cases crop up that don't relate to avoiding someone who is being disruptive. You can use the avoid list to manipulate the matchmaker to provide more favorable matches for you. And high MMR players are too damn smart, y'all find all the edge cases and use them to gain an advantage. If we could have safely enabled this for higher ranked we would have. We would be open to increasing the rank threshold if things look really healthy for Diamond, but our simulations during development suggested this was too risky to ship with.
