We've added quite a few new random spawns, as well as new elite versions of normal monster types.
This is what you are seeing here. It should make it more exciting to explore and travel the lands.
The Purge should be in its way as it seems your meter is full. As others have pointed out you will get a proper warning when they decide to attack.

Is this comment from after the patch yesterday? Could you please elaborate what didn't work with the Purge? (besides that you might get attacked by a raging band of thralls that might refuse to put on some clothing).
Could you add what mode you play on (SP, official online, private online) and if you are using mods?
We've tried to convince them that streaking is really not the way to go but they won't listen..
Joking aside, we are aware and it's being worked in. :)

This issue is most probably happening because a mod that you’re using has not been updated yet to be compatible with this patch.
Could you care to elaborate on that sending us a private message in case it is an exploit?

Unfortunately that was one of the locations in which access was unintended and is considered “undermeshing”. As such, accessing these locations will be not available anymore.
