It's not impossible to hit rank 1 as a solo survivor - plenty of us play solo and are Rank 1. Whilst yes, it's easier in SWF, it's still very much doable when playing solo.

Context is missing for the full game, if it was a case of working with the killer, e.g. the Claudette working with the killer to kill everyone off, then it would be against the game rules.

However, if the killer gave no one benefits and treated the player equally to everyone else, then no. Players can choose to not unhook you. Read the game-rules for more information: https://forum.deadbydaylight.com/en/kb/articles/139-game-rules

There might be multiple reasons why someone might choose to not unhook, but they're not directly bannable unless it was to work with the killer.
