Due to how easy it is to simulate something like this, generally DC systems like this do not differentiate, as otherwise it'd be easy cause it intentionally. If you have connection issues, please make sure to fix these first, whether that be outage or not. During an internet outage, it is not recommended either way to try to play online games.

That's why the DC timer also starts out slow, to account for situations like this, so if you got any issues with either your internet or anything else, you can try to fix them first.

It is quite simple and has existed before the charm - this is not a new rule at all. It's been always in place, as people can do it.

However, specific conditions must be met and if reported properly, they can easily be proven. If a player who plays survivor notices they face the same killer (a person) several times and each time the killer makes sure they are the only one who gets tunneled out of the gam and quickly killed, even ignoring others... Each and every single time, the intention is clear here. The killer doesn't do it with the others, only with them. The killer engages in a otherwise normal gameplay, that does not involve tunneling them out of the game. This will ruin the survivors experience long term, because they are the only one who is being targeted and it is repeated.
