For Honor does have an English language option, but the languages in your version of the game may differ due to region.

Thanks for providing this information and video clip, I have recently responded to your Steam forum post regarding this issue but in case you view this first, could I possible ask that you contact our support teams directly with this video clip along with further information of your device network settings and your internet service provider.

Also, if you could confirm whether this occurs in every match you play, the game server / data center you are connecting to if known and if possible the approximate time you are attempting to access these services.?

Thanks for providing this information, by the sounds of this the Steam account you are purchasing this content on is linked to your brothers Ubisoft account which is causing this issue. If possible could you confirm whether you share this Steam account with your brother or each have access to your own.?
